not sure if you read my answer so will quote it here
True we are aware that these type of programs DO NOT PAY members but if we DO NOT get 10 official complaints then they do not get on Boycott list.
We work with the policy of when we receive at least 10 legitimate complaints about a program it is considered for boycott, and when we receive at least 5 it is added to our watch list.
There is a sustainability utility that can be used here http://www.gptboycott.com/sustainability/ to work out if the advertising sold at a site covers earnings.
At this moment in the complaints database which is checked every day there are 8019 complaints and 1837 Program Submissions.

Then it would appear that you and Admin should consider a
new list -- something like - Recommended Avoid -- for sites which are obviously not sustainable, and/or could not pay at this level ??
Of course , this would involve one of you visiting the site and actually
reading the main page and the Terms Of Service , even though that is exactly what any 'New User' should have done ..
