This is no secret. They are allready on the Watch List (http://www.gptboycott.com/watch/). Why don't you submit a formal complaint (http://www.gptboycott.com/submit.php) to the site? Nothing happens unless people actually send in complaints.

Yes, a program usually goes to the Watch List after 5 complaints (or if there's anything other special about it), and then to the boycott list after 10 complaints.

I've been paid by them 3 times. They have a new webmaster now though, so I don't know what's going on since then.

They've had the same web master since December, unless the guy recently decided to split. And to say that he never had any intent on paying is inaccurate. He had full intent of paying, he just got overwhelmed. That's why Heather (I think that was her name) left the site and sold it - she coudn't keep up with it and her life anymore, which happens. The guy at ShalomPTReMail also paid out to members, but that was only early on before the debts of the site got beyond reprieve.
Edited to add:
I too had been paid by Misty and Sam's back when I was a member. But I quit back in April when a payment I was owed went beyond past due.

Intention doesn't mean anything unless it is combined with ability. I can have all the intentions in the world to pay you $1 million a year for working for me, but if my company only has the potential to profit by $10,000 a year you aren't going to be in luck. I hope you would be so kind to me when you didn't get your money as to say I was simply 'overwhelmed'.
The only way I can think of for this site to have done well after the change in owner was if the new owner had reset all the member balances and the members had been ok with that.
If he thought he could pay off that much money within a realistic time frame, he probably believes in santa too.

I did some number crunching not too long ago and figured out that if M&S continued on at the same payout rate, it would take approximately 50 months (yes, over 4 years!) to get thru the payout list as it now stands - and that's with only paying everyone a small part of what they're really owed. At the end of those 50 months, they would have to start all over again to pay balances due.
I can't get into his head so I don't know what Peter's initial intent was or wasn't, but at this point, that all seems pretty irrelevant in the face of needing 4+ years to pay everyone a fraction of what they're owed, and then on top of that, another 4-5 years to pay the balance....and that's assuming not one single person is added to the payout queue in all that time (which actually may be quite likely since I can't imagine why anyone would add themself to that horrendous line).
Does anyone honestly believe M&S is going to be around for the 9 or so years it's going to obviously take to pay the current payout list their full balances?
